1. They voted to take away things/services, etc and now they are reinstating some things and claiming credit.

It's a 'talking-out-of-both-sides-of-the-mouth' tactic where some voters hear about taking it away and approve but other voters hear about reinstating/reversing some of it and approve.

It's a win win. This is how they run their campaigns and manage their messaging. Say a lot of shit and voters will pick and choose what they want to absorb.
