the current federal Executive Branch is operating under the fringe theory of being a "Unitary Executive" where there are no "checks and balances" as laid out in the U.S. Constitution. In essence, it has "gone rogue" and the courts are slow to move through knocking it down while the SCOTUS has been tacitly "aiding and abetting" the malfeasance through the use of irrelevant justifications that are allowing the malfeasance to proceed while the lower courts work through the issues.
So when you say -
I couldn't put a lien on the White House.
yet ignore that the Executive Branch is currently IMPOUNDING funds, in violation of the Impoundment Act, and WITHOUT explicit Congressional approval via the submission of a formal rescission request sent TO Congress to approve, then you put all the blame on one side and none on the other.

As another example - the state of TX has been interfering with "interstate commerce" by enacting laws that allow them to "go after" women who were TX residents but seek treatment in another state where that treatment is "legal", but where their law includes all kinds of nonsensical fines and punishments including demands to that other state to extradite the impacted party.
As they say, "what's good for the goose is good for the gander".

It definitely doesn't sound legal, but it can at least delay and maybe deny state funds to an asset

They can drag their feet like tfg, tie it up in courts and not comply with the rulings.. What are they gonna do, sue?

Not a crime at all. There's no federal statute mandating the process whereby withholding makes its way to the Feds.

Nice idea but Supreme Court will eventually intervene against states. Is K-9 funding mandated by congress?

How would the states get the employer to give them the money instead of it being sent directly to the US Treasury?
