Even very bright students might not score high enough on the entrance exam to get into a good university. When only about 0.03% of applicants are accepted, many just don't make it and thus must go out of China for a university education. Yes, many want to study abroad, and many specifically want to study in the US, but many have to study abroad if they want to go to university at all.
