I posted something on DU yesterday about the vote. It was a key opportunity for Trump do obstruct.

It would require a certain number of votes in order to make it veto-proof. Failing that, it would go to Trump, he'd veto it, and then it would go back to the House and Senate, where it would require a 2/3 majority in each chamber to pass, and shield it from another Trump veto.

So you're 100% correct. The vote is unnecessary, a formality, she could simply release the files today.

But by following the vote protocol, Trump creates the illusion that he's NOT obstructing, even though that is exactly what he and Bondi have been doing throughout 2025.
