Make the punishment at the level that these young people have lost their innocence and futures.

Movie moguls, politicians, members of rich/powerful families. Make them lose 10, 20, 30 years of the joy of life.

Same for us lower class folks. Spouse and child abusers - make them pay the price.

Unless it is stopped in the root of this society it will always be festering.
