A constitutional amendment can only be repealed by a new amendment. The process requires a two-thirds vote in both the House and Senate to propose the new amendment, which must then be ratified by three-quarters of the states, or via a constitutional convention called by two-thirds of state legislatures, followed by ratification by three-quarters of the states. The only amendment ever repealed was the 18th Amendment (Prohibition), which was nullified by the 21st Amendment.
