As you will see, it is very difficult to get a bill to the floor without the Majority Leader's support. And where there are sufficient votes to do so, the Majority Leader typically backs off and allows the vote to happen.

So the question will be whether there are enough Repubs willing to push for a vote. I think we'll have a better sense of that after the House vote.
