Or, if Epstein was a fan of Sherlock Holmes, it would be an allusion to the story of a horse theft where the guard dog didn't bark; Holmes realized this silence was significant and meant that the thief was well-known to the dog (The Adventure of Silver Blaze). In this case, Epstein could be saying that Trump was so familiar with Epstein and his misdeeds that he didn't bother to speak out about it.

But that interpretation doesn't really fit - if taken literally, Epstein's phrasing would mean that Trump, the guard dog, didn't give out a warning when the Feds started to investigate Epstein because Trump already knew them and wasn't bothered by their presence.
