Its not spoiled for voters to expect results from their elected officials, instead of gridlock and inertia.
The only tools congress needs are the courage to remove the filibuster, and then the courage to pass laws that serve and protect the people- then government will work.
Thats how government works has been an excuse for far too long, and, if indivisibles primary challenge campaign is successful, not for much longer.
