If she was actually convicted of two separate "theft offenses", then why was she not deported in 2015 or 2019 when they happened?

I surmise that she was never caught because the criminal justice files and immigration files have incompatibilities or are maybe even firewalled from each other and, short of someone reporting her to immigration, there was little chance of deportation in the past.

One of the things that Elon's teen computer Nazis and Palantir company have done is to consolidate all federal government records on US citizens so that there is one-stop shopping for witch hunts and persecution. Now, the new Nazi party can enter a name and learn everything about a citizen from criminal history, to tax data, to immigration status, to government business records - everything. They can now cherry pick stress points on people from a single computer terminal.
