2. And to those who quibble over the use of the term, "genocide,"

my understanding is that the point of defining the term in the Geneva convention wasn't JUST to codify a basis for convicting perpetrators after it's all over, but that the convention also created an obligation on third-party countries to STOP behavior that looks like it's turning into a genocide, BEFORE it's too late.
