24. He may be nuts, but this stuff serves a purpose

This guy has been doing this for a LONG time now, and you see that while he may not have a thought out strategy to things, he does have a primal sense of how to manipulate his base and the country at large.

His repeatedly doing this with Hillary, Joe, Obama and expanding it does two things - it numbs the public, cause when people raise reasonable concerns it and nothing happens, it seems harmless, while tiring people out with it to the point when it actually happens they are burnt out from trying to deal it and just accept it.

Second, it cranks up his base, so they get more and more eager for it, which will equal the outcry from those who oppose it.

And, finally ... it eggs on the Rs in power to actually do it. They won't respond at first, but if he keeps pushing it and pushing it and they sense that the general pubic is getting numb to it, while the base is foaming at the mouth for it, they will eventually pull the trigger to be the "hero" to the base gain his favor.
