I mean construction. They ask in the link you provided something to the effect of are you going to add another story?
He says yes. There are others up there. He also said he was going to add a cocktail bar like they have at Mar-a-lago.

I didn't see him wandering. He's just walking it to come up with more gaudy renovations.

What's an out of shape, demented, 80 year old pedophile doing wandering aimlessly on top a roof? He has mobility issues and poor coordination. He's not even wearing a helmet. To let him wander aimlessly on top of the roof is dangerous.

Well, I guess we're lucky he kept his clothes on.
