There is no way that a gang can be construed as being a government unless it actually is the government (like in El Salvador just now,) which is not true of, for instance, MS-13. Also, the definition of "treason" in the Constitution, with its use of the word "enemy" has always been understood to mean that we must be under a declaration of war in order for treason to be committed. If he can throw out the definition of war in his executive order, perhaps we could throw it out as it pertains to treason in connection with him. Yeah, that would be a very bad move. He would be more unscrupulous interpreting it than we would be. But, you know, pwople who live in glass houses....
