In a rare Sunday session, a sufficient number of Democrats joined Republicans in approving a deal to restore government funding until January. However, the compromise still needs to be approved by House lawmakers. As the shutdown enters its 40th day, tens of thousands of flights have been canceled due to staff shortages.
