In a bipartisan agreement, Kennedy delivered votes for a Gingrich bill and Newt promised to deliver something on Universal Health Care. Newt's part of the deal didn't even make it into committee and Newt smirked publicly about having tricked Kennedy.

This is a GOP tradition and this is what would happen this time. Thune is lying and is gleefully anticipating the planned smirking.
