Mamdani's first act: revoking Eric Adams' executive orders, including on Israel, antisemitism and BDS

With weeks to go before Zohran Mamdani would replace him as mayor of New York City, Eric Adams issued an executive order barring city officials from taking action against Israel or entities associated with it.

The order, issued Dec. 5, represented a gauntlet by the avowedly pro-Israel mayor for Mamdani, who opposes Israel. Most recent New York City mayors have extended their predecessors’ executive orders, at least temporarily. Would Mamdani prioritize city tradition or his stance on Israel?

In his first hours in office on Thursday, Mamdani offered an answer. He revoked all of the executive orders Adams issued after Adams’ September 2024 indictment on federal corruption charges that were later dropped on the Trump administration’s demand.

Included in the revocation were the ban on Israel boycotts, or BDS; the city’s adoption of the IHRA definition of antisemitism, which critics say inappropriately treats some forms of Israel criticism as antisemitic; and a requirement that the police chief “evaluate” rules about protests outside houses of worship that Adams issued last month after an anti-Israel rally at a Manhattan synagogue.

This was a blanket rolling back of orders, not focused on any one group or order. Not sure what NYC could meaningfully boycott that would affect Israel, the breadth of hate speech laws cover antisemitism as well as anything and I would bet big $$$ that the police chief has not done any rule evaluating since that order was put in place. Mamdani is a smart enough pol to realize he has to maintain decent relationships with all the many diverse constituencies in NYC to have any hope of getting anything done while in office. Will take a bit of time to see if he really proves that or just does stupid things that debilitate his administration from the get go.

In December 2025, outgoing Mayor Eric Adams issued Executive Order 61, which specifically tasked NYPD Commissioner Jessica Tisch with developing new "frozen zone" and buffer zone policies for protests at houses of worship.

However, on January 1, 2026, newly inaugurated Mayor Zohran Mamdani revoked this order, effectively halting the implementation of these specific city-mandated zones.

As of early 2026, the status of these policies is as follows:

Proposed (Now Revoked) Frozen Zone Policies

Before being rescinded by the Mamdani administration, Commissioner Tisch was directed to evaluate the following:

- Prohibition Zones: Establishing areas extending 15 to 60 feet from the entrances of houses of worship where protest activities would be strictly prohibited.

- Pro-Palestinian Rally in NYC: Days after the attack, DSA promoted a rally where some attendees celebrated the killings, prompting condemnation from DSA-backed Rep. Alexandria Ocasio-Cortez and then-Rep. Jamaal Bowman (D-NY).

- Membership Departures: Rep. Bowman, already criticized internally for visiting Israel, let his membership lapse; Rep. Shri Thanedar (D-MI) quit, citing DSA’s refusal to condemn terrorism.

- Other Criticism: LA Council member Nithya Raman denounced the national statement for ignoring Hamas’ violence, and she was subsequently censured by the group after she sought an endorsement from a liberal Zionist group, Democrats for Israel.

are already working on a bill to amend the NYS penal code to create mandated frozen zones around health care facilities and houses of worship. This would undo the Mamdani revocation.
