Then the real howls will start. 11 over isn't an mistake. It is done willfully.

Vehicular mayhem ensued. LOTS more really bad crashes in a town where there is not enough going on for anybody to be in such a big ass hurry. Cars getting hit and flipped over at least weekly around here. Red lights? Don't even think it's safe to proceed if you have the green.

We won't pay enough for enforcement to really make it worthwhile to have police out there. Not nearly the issues with cops staking out minority areas. You can survey areas where speeding occurs and put in a camera.
I also prefer the lower charge for speeding with points on your license. In CA a regular speeding ticket is very expensive especially with all the extra add ons.
11 over is still very much over especially in city driving where limits are 30 or 35.
