SPOTLIGHT RACE: Stacey Carroll for VA-HD64

A dedicated mother of three, foster parent, veteran, and CPA, Stacey understands the importance of investing in education, strengthening local resources, and fostering a thriving community. Her strong financial expertise as an auditor of government agencies, decades of military service, and educational background make her a powerful advocate for responsible governance and common-sense solutions. Stacey understands the necessary balance between economic development and the needs of our hardworking families, and will fight tooth and nail for Stafford County and District 64.

Born into a family dedicated to public service, enlisting in the military was a natural step in Stacey’s career. In 2005, she enlisted in the United States Army Reserve, and currently serves in the West Virginia National Guard. Throughout her 19 years of military service, she has organized and led crisis response across the state of West Virginia, serving as a liaison between the state and various health departments to ensure continuity of medical supplies to hospitals and schools during emergencies. She also served on the task force responsible for administrating tests and vaccinations in the field. Stacey’s experiences in the military informed her dedication to responsible governance, protecting veterans, and expanding access to affordable healthcare.

Stacey learned the power of community early on. Growing up in a blue collar family, money was tight, and both her parents worked long hours to make ends meet. With parents away at work until the evening, it was Stacey’s community that stepped in to ensure she and her siblings were still afforded the joys of childhood and provided the support system needed to excel in their studies, attend church, and celebrate important milestones.

Stacey credits her success and accomplishments to this support system, ultimately laying the foundation for her military service, dedication to foster care, and leadership in Stafford’s civic and nonprofit organizations. Currently, Stacey serves as Co-Chair of the Economic Development Committee for Delta Sigma Theta Sorority, Inc., Fredericksburg Area Alumnae Chapter, which regularly hosts community financial literacy seminars to provide assistance on personal wealth management, homeownership, higher education funding, and entrepreneurship. Stacey also serves as the Scholarship Chair for the Stafford County Chapter of Chums, Inc., through which she supports Chums’ work to raise money for women’s shelters, CASA, Boys and Girls Club, Big Brothers Big Sisters, volunteers at local shelters, and works to put up community libraries. Stacey is also a member of the National Council for Negro Women: Stafford/Fredericksburg Section, which works to advance health equity and civic engagement, and the Stafford County Chapter of the NAACP, which provides scholarships to college-bound students, hosts community awareness events, and has worked to advocate for increased funding for Stafford County schools.

n addition to her three children, Stacey is a dedicated foster parent, specializing in supporting the hardest-to-place teens and providing them with the love and stability they need. Stacey has fostered 22 children, and her unwavering commitment to vulnerable youth was honored in 2024 by the Fredericksburg Department of Social Services with the Spotlight Resource Parent of the Year award. Recognizing the circumstances that allowed for her own educational advancement and those of her children, Stacey is deeply committed to ensuring Stafford schools are well-funded and that teachers are paid fairly.

A woman of faith and a steadfast public servant, Stacey Carroll is ready to bring fresh leadership to Richmond. Whether through her military service, advocacy work, or role as a mother and foster parent, Stacey has always put people first. She is committed to fighting for families, strengthening schools, and ensuring a brighter future for the 64th District.
