Rockwall County Judge, Frank New, announces re-election campaign

ROCKWALL/HEATH, TX (September 3, 2025) – Rockwall County Judge, Frank New is proud of all Rockwall County has accomplished in the past three years, and excited to announce his intent to seek re-election for a second term in 2026.

“I made promises to the people of this county during my first campaign,” Judge New states. “I promised to stand up for you, to defend your quality of life, and to do all that can be done to take back control of our county’s future from those that would see it destroyed for their own profit.

And Judge New is making good on those promises in very real ways. “The county’s subdivision regulations have undergone major revisions since I took office,” New explains, “and those changes represent a big shift in the way Rockwall County interacts with developers.” Prior to Judge New’s first term in office, new developments that added hundreds of homes and thousands of people could strain critical services, overrun schools, and destroy roads without pitching in to cover the cost of the improvements necessary to accommodate that growth. Now, however, with even-larger developments on the horizon, Rockwall County regulations are requiring developers to prove there is sufficient water available to sustain the additional homes without straining resources already allocated to existing residents. Additionally, developers must contribute to the cost of building new schools, roads, and expanding police, fire, and emergency medical services. “It shouldn’t be revolutionary to expect developers to behave like any good neighbor would,” says Judge New, “you make a mess for your neighbor, you help clean it up. Everyone benefits from well planned and maintained roads, good schools, and safe neighborhoods.”

According to Judge New, there is much more than smarter subdivision regulations to be excited about in Rockwall County including conservative spending, stronger relationships between county and city leadership, and increased transparency. “Transparency is crucial to keeping local government accountable to the people they serve,” New says, “and we are finding new and better ways to communicate county-wide.” Some of the improvements in transparency include hiring a Public Information Officer to improve the flow of information from the county to its citizens and changing the county budget process to allow department heads to present their budget requests in an open hearing that is broadcast live for any interested citizen to see. “This Commissioners Court,” Judge New states, “is breaking down barriers and shining a light on local government so that county residents can have faith in the leaders they’ve elected and I’m proud to be a part of it.”
