Noel wrote and recorded the instrumental, Teotihuacan, in early 1998 for the soundtrack for X Files: Fight The Future - https://en.wikipedia.org/wiki/The_X-Files_(film) and https://en.wikipedia.org/wiki/The_X-Files:_The_Album - before he started writing the Oasis songs recorded the next year and released in early 2000 as their 4th studio album, Standing on the Shoulder of Giants. As for the instrumental's title - Noel's titles can sometime be from rather random inspiration, but this title was probably inspired by Oasis having concluded their 1997-98 Be Here Now tour with two concerts in Mexico City in late March. Noel reworked the instrumental for his 2004 collaboration with Ian Brown for Ian's 4th solo album, Solarized. As lead singer of the Stone Roses, Ian was a hero and inspiration for both Noel and his brother Liam. Noel and Ian share songwriting credits, but I don't know if Ian wrote all the lyrics or just part of them.
