House cats are the greatest threat to wild and endangered birds. Plus their life span outside are short and unhealthy.

How in the world was this Cat and it's kittens just plopped down in middle of a stream bed under an overpass?

It seems to me that a mother Cat and kittens would be tucked away in a safe place. Not out in the middle of an very open area.
