Exclusive - US tax officials consider adding citizenship question to tax forms

WASHINGTON, May 22 (Reuters) - The U.S. Internal Revenue Service is debating requiring taxpayers to disclose their citizenship status on next year's tax forms, according to three people familiar with the situation, as the Trump administration intensifies attempts to link federal agencies to its sprawling immigration enforcement and anti-fraud drive.
IRS officials are considering two versions of Form 1040, the primary paperwork individuals use to report earnings and claim tax benefits, said the people, who spoke on the condition of anonymity for fear of professional reprisals. The first version contains minor updates to reflect changes in tax laws. The second includes those updates and a check-box labeled: "Check this box if you are a non-U.S. citizen or have dual citizenship."
Representatives from the Treasury Department - the IRS's parent agency - declined to comment on Friday. Immigrants, including undocumented immigrants, are required to file taxes and use the same IRS forms as tax filers with citizenship. Paying taxes has long been seen as a key factor for undocumented immigrants to obtain legal status.
"Its just an effort to once again terrorize people with certain immigration statuses, and its another step of turning the IRS into an agency that collaborates with immigration authorities rather than being an agency that enforces and administers the tax laws," said Nina Olson, executive director of the Center for Taxpayer Rights, an advocacy and low-income tax assistance organization.

They are obsessed with this carrying out of domestic ethnic cleansing and genocide. And it seems the ones pushing this the most, includes those at the head of the government, who come from families with the least tenure in this country.

(1,383 posts)As to the (possible tax-related) question of "dual-citizenship" does anyone know if being a US citizen (legally born in the USA) FIRST, and then obtaining a SECOND citizenship in a non-USA country, say Spain for example, would then Spain be listed as a secondary citizenship country OR would the US citizenship take precedence (???).

(224 posts)A. There are two (count m 2) nations on our planet which tax the income of their citizens, REGARDLESS of their country of residence. The USA is one of them. The other is a small African nationask the web.
1. An expatriate, living abroad is taxed by the USA on all income regardless of its source, the same as a resident of the USA. An expatriate will be in deep doo-doo with their host country if they fail to pay their US taxes.
One more thing
. An expatriate, living abroad who has other citizenship, may go to a U.S. consulate and declare that they wish to renounce their citizenship. One of the forms they will need to fill out is essentially a final income tax return to the date of renunciation that treats all assets as if sold on that date
all assets, wherever held. That could amount to a lot of capital gains tax!!!
When a taxing authority goes after you internationally WATCH OUT,!!

(7,287 posts)The US and Germany have a tax treaty. I assume they have treaties with other countries also.
Since I live in Germany, Germany gets first bite of the apple. I get taxed on income at German rates. Then I file US forms and get taxed on income that the Germans didn't tax on and or any amount that the US would tax more than Germany on.
An example.
A couple of years ago we sold our US house. We got dinged for Capital gains from the US because there are no capital gains on houses if you have help them for 5 -10 years.
We paid very little US tax until my wife retired. Now our German tax advisor has managed to reduce our tax burden here but... we now pay more to the US.
If you live in Switzerland it is even messier because income taxes are by canton....

(2,919 posts)in advance and very likely are owed a refund. Just file within 3 years (2029) and you'll still collect your refund without threats from the Gestapo.

If you're NOT a 1099 or W2 worker you can pay what you want.

It is true that people with higher incomes pay a much smaller percentage of their income into VAT because it is basically a sales tax.

(2,639 posts)In addition, something people haven't realized,......the rich would also NO LONGER have to pay for their Tax Attorney's and Tax Accountant's......... saving them a TON more money.........the Wealthy and UBER Wealthy deeply resent that they have to pay those two groups the outrageous money they charge......

(1,427 posts)The Eu system seems to work far better; yes they have higher rates for the rich but 175 countries use a VAT & have for YEARS. They must be of value.
Our system SUCKS & it's NOT because the upper rates are too low.

(210 posts)We have a massive debt, trillion dollar deficits every year, and are spending tens of billions to kick out taxpayers. There are not enough citizens looking for work to replace immigrant workers, even if the available citizens are qualified and willing to do any job. Which they're not.

(5,654 posts)if they hope to obtain legal status in the US someday). If an undocumented person were to be unwise enough to answer truthfully, that admission can then be used against them in immigration proceedings as an admission of unlawful presence in the US.
