D.C. delegate in Congress insists for second time she's running for re-election. Her office again says no decision yet.

WASHINGTON — Eleanor Holmes Norton, Washington, D.C.'s nonvoting delegate in the House, told NBC News on Wednesday she was going to seek another term in Congress.

A short while later, her office walked back the remarks. It was the second time that's happened this month.

Speaking to NBC News on Wednesday, Norton said, “Yeah, I’m gonna run for re-election.”

A spokesperson for Norton later told Axios that "no decision has been made" about seeking another term. Norton's office did not immediately respond to a request for comment.

She has a storied life - a Yale Law grad, involved with SNCC (like John Lewis), first woman Chair of the EEOC under Carter, and on and on. Organizing and agitating have been her life. It looks like her staff are trying to get her to become an "Emeritus", offer guidance as an elder, and pass the torch. But I think many of us know with people like her, what she is doing IS "her life". She just turned 88 a couple weeks ago.

I don’t know enough about her to say.

If she’s actively and effectively* pursuing a progressive agenda, then no.

If she’s spends her days shut in her office writing appeals for money not pushing back Republicans, then yes.

*”effectively” is hard to gauge for her position. She can’t vote and can only advise on matters dealing with the District of Columbia.

And over the years, just like you now see Stacey Plaskett doing - where she is a similar "Delegate" (from the Virgin Islands) - Norton has been taking on the GOP on for decades. Her biggest effort had been trying to make D.C. a state.

The Delegates can actually sit on and vote in Committees, including a "Committee of the Whole", but can't vote on final passage of legislation - https://www.congress.gov/crs-product/R40555
