Trump Administration Draft Order Calls for Drastic Overhaul of State Department

Source: New York Times

April 20, 2025, 4:00 a.m. ET

A draft White House executive order proposes a drastic restructuring of the State Department, including eliminating almost all of its Africa operations and shutting down embassies and consulates across the continent. The draft also calls for cutting offices at State Department headquarters that address climate change and refugee issues, as well as democracy and human rights concerns. The purpose of the executive order, which could be signed by President Trump this week, is to impose “a disciplined reorganization” of the State Department and “streamline mission delivery” while cutting “waste, fraud and abuse,” according to a copy of the 16-page draft order obtained by The New York Times. The department is supposed to make the changes by Oct. 1.

The signing of the executive order would be accompanied by efforts to lay off both career diplomats, known as foreign service officers, and civil service employees, who usually work in the department’s headquarters in Washington, said current and former U.S. officials familiar with the plans. The department would begin putting large numbers of workers on paid leave and sending out notices of termination, they said. The draft executive order calls for ending the foreign service exam for aspiring diplomats, and it lays out new criteria for hiring, including “alignment with the president’s foreign policy vision.”

The draft says the department must greatly expand its use of artificial intelligence to help draft documents, and to undertake “policy development and review” and “operational planning.” Elements of the executive order could still change before Mr. Trump signs it. Neither the State Department nor the White House National Security Council had immediate comment on the order early Sunday. The proposed reorganization would get rid of regional bureaus that help make and enact policy in large parts of the globe.

Instead, the draft says, those functions would fall under four “corps”: Eurasia Corps, consisting of Europe, Russia and Central Asia; Mid-East Corps, consisting of Arab nations, Iran, Pakistan and Afghanistan; Latin America Corps, consisting of Central America, South America and the Caribbean; and Indo-Pacific Corps, consisting of East Asia, Southeast Asia, India, Bangladesh, Sri Lanka, Nepal, Bhutan and the Maldives. One of the most drastic proposed changes would be eliminating the bureau of African affairs, which oversees policy in sub-Saharan Africa.

The entire continent of Africa, with over 1 billion people, almost entirely wiped off the U.S. diplomatic map. Can't have relations with those "jungle bunnies".

Don't call it "a distraction" as they have now written up the plans to IMPLEMENT THIS. And they WILL implement it as long as you have people running around the country claiming this is "economic" and "not a hill to die on".

"Price of eggs", "Kitchen table issues", "Working class".

I thought the Orange Asshole wanted strategic minerals from the Congo.

The idiots that voted for him will discover that their lives will suck more and that they aren’t “owning the Libs”.

No bailouts for farmers or small business owners. They voted for Trump, they face the consequences.

over the past years that HE is already moving towards taking over Africa for all their mineral assets......

Not sure when the Republican Party, Republican Politicians, Republican Voters, and the Republican USSC will finally

have an Oh Shit Moment and realize that Trump Musk and Many members of congress are RUSSIAN ASSETS, doing everything Putin wants. And, inevitably, what Putin wants most, IS TO COMPLETELY OBLITERATE THE UNITED STATES.....and the Republicans are full steam ahead in making it happen......

NOTHING COULD BE CLEARER AND MORE EVIDENT IN THE PAST TRUMP TERM, AND EVEN MORE OBVIOUS WITH TRUMP'S AND REPUBLICAN'S ACTIONS IN THE LAST 90 DAYS......

I am expecting any day, Trump ordering that there will be no more spanish classes in any K-12 public school, home schooling, or any public college or university....AND, that immediately, Russian Language classes will be mandatory in all k-12 public schools, and home schooling curriculum.....

The U.S.S.R. had quite a presence there for years but when that broke up, as others have noted, China took over with their "Belt and Road" initiative. China had been sending construction workers to various countries building all kinds of things over the past couple decades and "Belt and Road" made it "formal".

Meanwhile Russia has recently sent its Wagner Group to various African countries to provide military training and support (for some of their dictators).

So I expect the former to be more endearing to "the people" and the latter to "the dictators".

Meanwhile, thanks to white supremacy, the U.S. would miss out on all kinds of opportunities that they have tended to ignore since slavery (although we had been getting Nigeria's "sweet oil" for many years before we started pumping out more of our own dirty crude - despite being in need of refineries).

that it didn't even warrant mentioning... Although very early on, Muskrat had revealed that he planned on harvesting all the supposedly millions of "responses" to the "What did you do this week" spam emails sent out to government employees before they were slashed and burned, in order to build their AI knowledge base.

If they somehow missed the era of how customers got frustrated being trapped in "automated Voice Menu" hell, they will be in for a RUDE awakening with any major deployment of not-ready-for-primetime-AI (Absolute Idiocy).

But he has put people in place in every Department/Agency, who are busy filling out SF 50s and SF 52s to remove people and immediately cut off their access to their buildings, and their computer systems.

I.e., it's not "rhetoric" on the campaign trail. It has been deployed as real life ACTIONS that are destroying these offices and the people who work in them.

I know that the CDC keeps an eye on Africa too, being that some of the diseases that have seriously impacted the health of the world have come out of Africa. The CDC was usually right there when something new came popping out of Africa (diseases). A shame, but the continent is so vast, w/ major portions of Africa unknown to the western world. That's why it pays to keep some sort of health org. on top of things in Africa. Perhaps the United Nations (WHO) has or will continue to have a presence in Africa.
