would have been coupled with having LESS "field offices" for anyone to go to due to field office closures already occurring and/or announced AND slamming those rural recipients who have little or no internet or cell access (let alone the poor anywhere in the country with little or no such access - notably after they most likely would end any of those subsidies for that service, and would end any efforts to build out more in under-served areas).

For the latter - the pandemic exposed the HUGE gap of access nationwide when schools were closed and children needed to access their education remotely.
