It seems that after the escalatory measures in the Strait of Hormuz in the last 48 hours, Iran its trying to consolidate its presence and control and also tighten the chokepoint.
They are sending a protocol to ships and vessels that if you want to pass through this strategic chokepoint you have to coordinate with the IRGC Navy through a mechanism to designate you a safe route, and otherwise you will face force from the IRGC Navy.
Its leverage for the Iranians right now to bargain with this most important card when it comes to the Strait of Hormuz.
They are saying that conditions there will not go back to pre-war norms.
