It's quite possible that one or both of these events will also be broadcast on TV, such as C-SPAN or public television. I’ll update if I find out more.

Also worthy to note that Jimmy Kimmel and Stephen Colbert will satirically comment on the official SOTU. Jimmy Kimmel Live (ABC) and The Late Show with Stephen Colbert (CBS) will both be broadcast live at 11:30 p.m. EST. Kimmel’s guests will include Dan Pfeiffer and Tommy Vietor of "Pod Save America." Colbert’s guests will include John Dickerson (former anchor of CBS News).
