changed course is because the vote in Congress is now a fait accompli and he wants to get in front of the issue, believing if he doesn't he'll look weak.

After the votes in both houses he probably won't veto. What he is likely to do is similar to the Nixon playbook in 1973. At that time Nixon stalled and stalled and finally released edited transcripts of the Watergate tapes, which although didn't completely exonerate him, also contained no "smoking guns".

When the Supreme Court ordered Nixon to turn over the unedited raw tapes in 1974, which did have the "smoking gun", he was out of office in a matter of days.

I'm guessing Trump will stall as much as he can and redact as much as he can a la Nixon 1973 with regard to the files. The problem for him is thousands of people have seen them, many of the files have been digitized and there could be many copies of the unredacted files floating around. There are also other sources of information, including emails and witnesses.

Nixon only had to coverup one set of tapes which only a handful of people had access. Trump has a much bigger problem.

Oh, and Nixon went down.
