Then whoever holds the files can use the dirt on those individuals to coerce them into doing the will of the one who holds the files.
The files must see the light of day not only so that there can be justice for crimes committed in the past but also to make sure they can't be used to commit crimes in the future.
Once exposed to light, the files become useless for purposes of coercion or blackmail.

Exposing the workings would cost him a fortune in blackmail payments, control of all the blackmailed persons and ... well, everything.

Whoever was an abuser needs to be exposed, and the power that that secret dirt on them gives to their potential extortionist(s), as well as the abusers' own power, needs to be expunged a.s.a.p. and the best way to do that is to let sunshine into those files.
