Question: Stating the Epstein Files can't be released during an open investigation is DOJ custom, not law correct?

We know Milquetoast Garland and Pam Bondi would honor it as law, but it seems to me public pressure would only increase if its not an actual law.

DOJ formally closed the Epstein case in July, but previous to that Bondi said the files were on her desk and she was reviewing them for release, and the Admin had that big PR stunt with white binders that contained parts of the Epstein files (parts that had already been made public). So if the files could have been released then, why can't they be released now? Plus the Statute of Limitation has probably run out on any crimes disclosed in the files.
