How is this order to deploy troops to Portland legal?

Former Rep. Max Rose (D) just said that he tried to play it straight when the trump administration was deploying the national guard and commented on the role of the governor and the president. But here, deploying troops against the will of the governor? He says this is not a legal order.

I don't know if it's just me, but it seems like this issue is not receiving the attention it deserves. I'm afraid that the administration's efforts to normalize this BS is working. Where is the outrage? It is very easy to prove that there is no emergency in Portland.

he's just going straight to the military. It's an escalation, and it just seems like everyone is yawning. Is it because Portland is not a media center like DC and LA? They should be able to get some correspondents there on the ground to show the actual environment and prove that there is no emergency.

…several years ago, the Los Angeles Times reported pretty extensively. I know because they are local to me. Rachel Maddow and Nicole Wallace certainly reported. You’ll have to do your own research for elsewhere, but you have to ask yourself what it is that you are missing.

This article goes in to some detail and the back and forth. It's outrageous that he continues to skirt the laws thanks to the friendly trump judges.

Guarding federal facilities is likely legal… while actual law enforcement is not.

But there’s a range of gray area in between

If he uses them to guard federal facilities, it's likely legal. If he uses them to garden variety law enforcement, not ok.

A week from now Trump praise himself for saving Portland from being burnt to the ground and reducing crime to zero. Same as LA and DC. Where mostly the troops just marched around a picked up trash. And the media will play right along with how this proves Trump is a strong leader, because any criticism is "disrespecting our military", plus Trump would sue them for reporting the truth.
