A majority of the cabinet wouldn't go for it either; many of them are True Believers, and even those who are not, would refuse the 25th because they know that if Vance became president he'd probably fire them in favor of his own loyalists. Trump could be in a coma and they wouldn't invoke the 25th. He could be dead and they wouldn't do it until they could no longer do the Weekend at Bernie's thing because of the smell.
