The 25th says: "Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President."

Vance would probably love for it to happen but he doesn't dare say so or approve of it, because he needs the continuing support of Trump's MAGA base, which would be furious. A majority of the cabinet wouldn't go for it either; many of them are True Believers, and even those who are not, would refuse the 25th because they know that if Vance became president he'd probably fire them in favor of his own loyalists. Trump could be in a coma and they wouldn't invoke the 25th. He could be dead and they wouldn't do it until they could no longer do the Weekend at Bernie's thing because of the smell.

it goes to Congress where a 2/3rds vote of BOTH houses are required to remove him.

I agree with you that we will never get to even the first step in Section 4.
