So is the "limited immunity" the vehicle for KRASNOV's "making deals" with the 100 for on/off List?!

Sounds like KRASNOV's tariff "deals" stunt, now getting the Hundred to come genuflecting to him - not that far a jump to Saddam's inaugural to power when his audience consisted of people being lotteried out to be shot and he was up there on the stage laughing.
