2 democrats didnt vote for some reason. Not sure the reason for it, but if they had voted, with the rest of the demcorats the measure would have gone the right way. Not trying to add fuel to the stupid conspiracy theory given that every republican either didnt vote or voted to keep it under wraps. But those 2 dems could've gotten it through.
