So foreign students and their parents are asking

Who refunds our hard earned money that was paid after three and four year contracts were signed? Who cancelled these student visas just as kids were getting ready for exams - some finals.

The proper thing to do would have been to curtail new visas and or add restrictions to them. I would oppose that as well. But to upend our nation's guests in the middle of their studies is extra wrong. And this doesn't just affect foreigners as these grad students often work as assistants in classrooms and with research. An orderly process to allow them to at least finish would make sense, but that doesn't grab the headlines like ejecting students at times with force.
