Probably not buttoned because it would be tight as a straight jacket.

The neon yellow neck tie makes his wardrobe way more front and center. If he toned the color down - the jacket size would have been much more inconspicuous.

Dipshit 47 did yesterday? Does dipshit issue a memo telling him how to dress every morning?

That’s probably why it wasn’t buttoned, too much JD to stuff in too little jacket. I don’t think that jacket could button comfortably.
