Russia is nowhere as good at this as we have been since the Cold War. We gave Sadat Hussein the names of liberals in Iraq so he could kill them when he was in the Iraq military. We supported the overthrow of the Mossaddegh govt in Iran and then paid Iranian mobsters to stage riots to help the Shah Palevi take over. On and on. I bet we are hacking to influence foreign elections right now.

So no need to boost our efforts. We are already on the job.
