It is not as important that he has nominated them for positions, as much as it is the positions he has nominated them for?

More or less, he takes out the middleman. If a military man is in charge of the NSA, then he has control of all the intelligence and all those working in the field of intelligence, including the FBI and the CIA. He got a Lt General for that job.

If he can get Congress to approve a military man for the Secretary of Defense, like "Mad Dog" Mattis, then he would be in charge of all the other generals in the armed forces. All the other generals would be under him in authority.

This would be the ideal situation for Trump to exercise his lust for power.

If he were to put Petraeus in charge of the State Department? Think of all the possibilities!
